Manifesto of Arab Intellectuals Against Normalization with Israel and for the Affirmation of the Right of Arab Peoples to Self-Determination

We, intellectuals, academics, artists, and activists from the Arab world and the diaspora speak out.

We speak out today, as the blood of our people flows freely under Israeli and Western bombs, as another war is being waged against them, more silent but just as deadly: the war of normalization with Israel, the enemy State, that is poisoning our region, decreed by corrupt leaders against the will of their people, against their memory, against their spilled blood. From the Abraham Accords to the framework agreement signed between Lebanon and Israel in Washington on June 26, 2026: betrayal is now a serial act. We denounce it in the strongest possible terms. 

To be crystal clear: the agreement is not a peace treaty between equals, but the formalization of a relationship of submission that shows utter contempt for the sacrifices made by Lebanese people in the fight for their land and their dignity. While officials were exchanging handshakes and hugs before American cameras, the Israeli army was still striking Lebanese territory on the very day of the signing. This alone speaks volumes about the true nature of the signed text: a capitulation cloaked in the language of sovereignty. Israeli leaders state it bluntly: their project extends beyond Hezbollah and Lebanon’s southern border. What is at stake is an older project and obsession: a Greater Israel, spilling over the 1948 borders into Lebanon, Jordan, and Syria. A Greater Israel realizing Jabotinsky’s dream of making the Zionist project a regional power that threatens its neighbors, seizes their resources, and redraws their borders at will. And at every stage, the same word recurs to disguise this expansion: self-defense. As if conquest is synonymous with self-defense. 

The succession of wars that have struck the region -Palestine, Lebanon, Iraq, Sudan, Libya, Syria, and so on - is not a series of independent crises. These wars are a part of this long colonial history: from the Berlin congress (1878) to the Sykes-Picot agreement (1916) and the Balfour Declaration (1917), to the hijacking of the Arab Spring revolutions of 2011, the same imperialist logic is at work: surrendering our lands and our rights to the voracious appetites of Western powers. Today, the goal is still to fragment in order to dominate. Today, our annihilation is still at stake. Normalization is not peace; it is deciding to crush us. 

In this project of annihilation, Israel plays a leading strategic role. It lies at the heart of an imperialism forged in the long 19th century that is undergoing a transformation with the complicity of some of our states. The Abraham Accords, which normalized relations between five Arab countries and Israel, are part of this new imperial moment that, under the guise of economic integration, seeks at all costs to safeguard US hegemonic advantage in the region.

This is also the aim of the IMEC project – India-Middle East-Europe Economic Corridor – announced at the G20 in New Delhi in September 2023: to consolidate the normalization of relations between Israel and the Gulf states and to offer an alternative to the Chinese Silk Road. Israel is therefore the indispensable geographical hub of the corridor: normalization is not an end in itself, but the infrastructural condition for US hegemony in the region. Genocide or normalization, two paths toward the same objective: to make the Arab region a free market for goods and identities. 

Faced with this reality, only one conclusion is possible: the nation-states of the region share not only a language, a culture, and a history, but above all, a shared destiny structured by the same mechanisms of subjugation and the same aspirations for national liberation. The Tunisian slogan “Free Tunisia and its capital Jerusalem,” or the Egyptian and Moroccan demonstrators chanting “Palestine is a national cause,” clearly show this: the Palestinian condition is the condition of all the peoples of the region, to varying degrees.

We, the signatories of this text, aware of the existential threat posed by the imperialist project of Greater Israel to the entire Arab region, refuse to allow the exhaustion of our peoples, brought about by two centuries of perpetual war, blockade, and destruction, to be presented as a free choice by treacherous Arab regimes serving their Western masters. We refuse to allow a balance of power based on genocide and the crushing of all resistance to be celebrated as peace.

We, signatories of this text, heirs to a long history of Arab peoples' resistance against colonialism and Zionism, affirm, in this manifesto: 

First: the rejection of sham peace and of any form of normalization with Israel, the enemy State 

The Oslo Accords taught us this lesson: a peace negotiated under military and economic duress, where one party imposes on the other the timetable, conditions, and guarantees of its own security, is not peace. It is a surrender dressed in diplomatic language; it is, in practice, a guarantee of greater fragmentation and consolidated Israeli colonization. We denounce the complicity of a segment of the Arab political, economic, and intellectual elites with the regime of subjugation imposed by Western imperialism, in contempt of the sacrifices of the region’s peoples. We address ourselves in particular to the Arab leaders who, under the guise of realpolitik, have chosen the path of subjugation rather than that of dignity. We demand the termination of all normalization agreements. We reiterate that the popular legitimacy of any power in our region is also measured by its ability to avoid betraying, through diplomatic compromise, the principles it proclaims. From the anti-colonial struggles to the Arab Spring, the same lesson has been inscribed in the region’s DNA: no collaborationist regime can survive by disregarding its people’s aspirations for emancipation.

Second: the denunciation of the “Greater Israel project”

We take note of the official Israeli statements that openly announce the predatory and expansionist ambition of the Israeli colonial project. When an Israeli minister declares that the Litani River will become the new border with Lebanon, when another advocates settlement plans for South Lebanon, these are not mere slips of the tongue: they are the proclamation of a doctrine. We condemn these expansionist ambitions in the strongest possible terms and reiterate that no agreement can be viable until this genocidal war machine is explicitly and permanently arrested and abandoned. No agreement can be reached without liberating all occupied land and affirming the right of return for all Palestinian refugees from 1948 and 1967.

Third: the affirmation of the right of Arab peoples to self-determination as an inalienable principle

We reiterate here the importance of respecting this right, enshrined in the Charter of the United Nations and international law, that recognizes the legitimacy of armed struggle in the context of colonial domination and foreign occupation. This right is intrinsically linked to the dignity of colonized peoples fighting for their survival. No geopolitical compromise can undermine it. No balance of power – however unfavorable to us, today as in the past – can diminish it. We reaffirm here this right for the Palestinian people, for the Lebanese people, and for all Arab peoples facing the same choice between genocide and dignity. We salute the courage of those who have honorably chosen to resist and directly confront the Israeli-Western war-machine. We call for the release of all Palestinian and Lebanese political prisoners, together with all persons detained in Arab countries for expressions of solidarity with the Palestinian cause.

Fourth: the rejection of purely symbolic international solidarity

International solidarity today has largely retreated, particularly at a government level, to forms that cost nothing and commit to nothing: diplomatic condemnations without follow-up, humanitarian aid that alleviates suffering without ever addressing its structural causes, awareness campaigns that inform without transforming. These gestures are not entirely useless, but they allow states and public opinion to assuage their consciences without ever challenging the imperialist order that produces oppression. Supporting an occupied people only in ways that bother no one is to support their suffering, not their liberation. This means accepting that the oppressed wait, patiently, and negotiate endlessly with their oppressors, while the world watches with sympathy, never willing to pay the political price of genuine support for their emancipation by whatever means it deems necessary.

Fifth: The responsibility of the Arab intellectual

We endorse the demand made by Ghassan Kanafani and Bassel Al-Araj: intellectuals from colonized or dominated societies cannot take refuge in a facade of neutrality that in practice always serves the interests of the stronger party. Our role is not to translate the revolt of our peoples into a language acceptable to the oppressors. It is not to polish, to soften, to make presentable what must remain an insurrection. Our role is to champion it, to defend it, with all the tools at our disposal, and first and foremost by rejecting any normalization, whether intellectual, cultural, or political. We denounce the ongoing imperialist war that plagues this region. We wholeheartedly support all forms of resistance that oppose it. What we want is not an armistice disguised as peace, a pacification that silently dispossesses us. What we want is total liberation and full sovereignty: over our lands, our resources, our modes of production. Nothing less.

We sign this manifesto as Arab intellectuals and activists, aware that silence, at a time when the fate of an entire region is being decided, is itself a form of abdication. We choose not to remain silent. We call for an end, once and for all, to the disgraceful negotiations and shameful compromises that legitimize the unacceptable, and for a clear identification of the central threat: the expansionist project of Greater Israel that constitutes the strategic core of Western imperialism. We adopt the stance of radical refusal demonstrated by the various forms of resistance in the Arab world, the only way to guarantee the individual and collective dignity of the region’s peoples at “zero distance” from the machineries of destruction, at the very point where erasure is most intense.

نحن المثقفات والمثقفين، والجامعيات والجامعيين، والفنانات والفنانين، والمناضلات والمناضلين في العالم العربي وفي بلاد المهجر نرفع اليوم صوتنا في الوقت الذي يسيل فيه دم شعبنا بغزارة تحت وابل القنابل الإسرائيلية -الغربية. وفي الوقت الذي يتعرض فيه لحرب أخرى تُحاكُ ضدّه، تبدو صامتة لكنها لا تقلّ فتكاً: ألا وهي حرب التطبيع مع العدو الإسرائيلي، التي تنخر منطقتنا والتي أقرّها حكّام فاسدون ضدّ إرادة شعوبهم وضد ذاكرة هذه الشعوب مهملة الدماء التي أُريقت. فمن «اتفاقيات أبراهام» إلى الاتفاق الإطاري الموقع بين لبنان و"إسرائيل" في واشنطن، في 26 جوان/ يونيو 2026: أصبحت الخيانة تتكرر بشكل متسلسل. ونحن ندين ذلك بأشد العبارات.

لا بدّ أن نسمّي الأشياء بأسمائها: إن الاتفاق ليس اتفاق سلام بين طرفين متكافئين، بل إنه إضفاء للطابع الرسمي على علاقة خضوع، في ازدراءٍ تام للتضحيات التي قدمها الشعب اللبناني من أجل استعادة أرضه وكرامته. بينما كان المسؤولون والمسؤولات يتبادلون المصافحات أمام عدسات الكاميرات الأمريكية، وفي نفس يوم التوقيع، كان الجيش الإسرائيلي يشنّ هجوماً جديداً على الأراضي اللبنانية. وهذه المفارقة تكشف بحد ذاتها الكثير عن الطبيعة الحقيقية للنص الموقع: استسلام مُقنَّع بمصطلحات السيادة. وقد صرّح مسؤولون إسرائيليون، من دون مواربة، بأن مشروعهم يتجاوز حزب الله والحدود الجنوبية للبنان. فما هو على المحك هنا أقدم من ذلك. إنه مشروع "إسرائيل الكبرى"، التي تتجاوز حدود عام 1948 لتصل إلى لبنان والأردن وسوريا. «إسرائيل الكبرى» التي تعيد إحياء حلم جابوتنسكي بجعل المشروع الصهيوني قوة إقليمية ترهب جيرانها، وتستولي على مواردهم، وتعيد رسم الحدود كما تشاء. وفي كل مرحلة، تتكرر الكلمة نفسها لتبرير هذا التوسع: "الدفاع المشروع عن النفس". وكأن الاحتلال يمكن أن يُصاغ بصيغة الدفاع.

إنّ سلسلة الحروب التي تعصف بالمنطقة: فلسطين، لبنان، العراق، السودان، ليبيا، سوريا، وغيرها، ليست سلسلة من الأزمات المستقلة عن بعضها البعض. بل هي جزء من هذا التاريخ الاستعماري الطويل: من مؤتمر برلين (1878) إلى اتفاقية سايكس-بيكو (1916) ووعد بلفور (1917) وصولاً إلى إجهاض الثورات العربية التي انطلقت في عام 2011، هناك منطق إمبريالي واحد يعمل: تسليم الأراضي العربية وحقوق شعوبها إلى شراهة القوى الغربية. واليوم، لا يزال الأمر يتعلق بالتفتيت من أجل الهيمنة. واليوم أيضًا، إنّ السحق يتهدّد مصير العالم العربي. التطبيع ليس سلامًا، بل هو قرار بشأن سحق شعوب المنطقة.

في هذا المشروع الهادف إلى الإبادة، تلعب" إسرائيل" دوراً استراتيجياً بارزاً. فهي تحتل موقعاً مفصلياً في منظومة إمبريالية تبلورت خلال القرن التاسع عشر الطويل، وتشهد راهناً تحولات بتواطؤ من بعض دولنا. وتندرج «الاتفاقات الإبراهيمية»، التي أفضت إلى تطبيع العلاقات بين خمس دول عربية وإسرائيل، في إطار هذه المرحلة الإمبريالية الجديدة التي تسعى، تحت غطاء الاندماج الاقتصادي، إلى الحفاظ بأي ثمن على الهيمنة الأمريكية في المنطقة.

وهذا هو أيضًا ما يعمل عليه مشروع IMEC - الممر الاقتصادي بين الهند والشرق الأوسط وأوروبا - الذي أُعلن عنه في قمة مجموعة العشرين التي عُقدت في نيودلهي في سبتمبر /أيلول 2023: تعزيز تطبيع العلاقات بين إسرائيل ودول الخليج وتقديم بديل لطريق الحرير الصيني. وبالتالي، فإن إسرائيل هي النقطة الجغرافية التي لا غنى عنها لهذا الممرّ: فالتطبيع ليس غاية في حد ذاته، بل هو الشرط البنيوي للهيمنة الأمريكية في المنطقة. الإبادة الجماعية أو التطبيع، مساران يؤديان إلى نفس الهدف: تحويل المنطقة العربية إلى سوق حرة للسلع والهويات.

في مواجهة هذا الواقع، استنتاج واحد يفرض نفسه: إن الدول القومية في المنطقة لا تشترك فقط في اللغة والثقافة والتاريخ، بل تشترك قبل كل شيء في وحدة المصير، مصيرٍ تشكّله نفس آليات الهيمنة ونفس التطلعات للتحرر الوطني. إن الشعار التونسي «تونس الحرة وعاصمتها القدس» والشعار الذي رفعه المتظاهرون والمتظاهرات المصريون والمغاربة «فلسطين قضية وطنية»، يؤكدان ذلك بوضوح: إن القضية الفلسطينية هي قضية جميع شعوب المنطقة، وإن بدرجات متفاوتة.

نحن الموقّعون والموقّعات على هذا النص، وإدراكاً منا للتهديد الوجودي الذي يشكله المشروع الإمبريالي "لإسرائيل الكبرى" على المنطقة العربية بأسرها، نرفض أن يُقدَّم استنزاف شعوبها - الناجم عن قرنين من الحروب المتواصلة والحصار والدمار - على أنه خيار حر، من قبل أنظمة عربية خائنة تعمل في خدمة السادة الغربيين. ونرفض أن يسوَّق ميزان القوى القائم على الإبادة الجماعية وسحق أي مقاومة، باعتباره سلامًا.

نحن الموقّعات والموقّعين على هذا النص، المعتزين بتاريخ عريق من مقاومة الشعوب العربية للاستعمار والصهيونية، نؤكد

في هذا البيان ما يلي:

أولاً: رفض السلام المغشوش وأي شكل من أشكال التطبيع مع دولة العدو الإسرائيلي

 لقد علّمتنا اتفاقيات أوسلو هذا الدرس: إن السلام الذي يتم التفاوض عليه تحت الضغط العسكري والاقتصادي، حيث يفرض أحد الطرفين على الطرف الآخر الجدول الزمني والشروط والضمانات الخاصة بأمنه، ليس سلاماً. إنه استسلام مقنّعٌ بمصطلحات دبلوماسية، وهو ضمان، في واقع الأمر، لمزيد من التفتيت ولترسيخ الاستعمار الاستيطاني الإسرائيلي. ونحن نستنكر تواطؤ جزء من النخب السياسية والاقتصادية والفكرية العربية مع نظام الخضوع الذي فرضته الإمبريالية الغربية، مستخفّةً بتضحيات شعوب المنطقة. ونوجه كلامنا بشكل خاص إلى القادة والقائدات العرب الذين اختاروا، تحت ستار «السياسة الواقعية»، طريق الخضوع بدلاً من طريق الكرامة. ونطالب بفسخ جميع اتفاقيات التطبيع. ونذكّر بأن الشرعية الشعبية لأية سلطة في منطقتنا تُقاس أيضًا بمدى قدرتها على ألّا تخون، عبر التنازلات الدبلوماسية، المبادئ التي تعلن التمسّك بها. من النضالات ضد الاستعمار إلى الثورات العربية، هناك درس واحد راسخ في الهوية الجينية للمنطقة: لا يمكن لأي نظام عميل أن يستمر في الوجود إذا تجاهل تطلعات شعبه إلى التحرر.

ثانياً: إدانة مشروع «إسرائيل الكبرى»

إننا نسجّل التصريحات الإسرائيلية الرسمية التي تعلن صراحةً عن الطموحات العدوانية والتوسعية للمشروع الاستعماري الإسرائيلي. فعندما يصرّح وزير إسرائيلي بأن نهر الليطاني يجب أن يصبح الحدود الجديدة مع لبنان، وعندما يعلن وزير آخر عن خطط استيطانية في جنوب لبنان، فإن هذه ليست زلات لسان: بل هي اعتراف بعقيدة سياسية. ونحن ندين بأشد العبارات هذه الطموحات التوسعية ونذكّر بأنه لا يمكن لأي اتفاق أن يكون قابلاً للعيش ما لم يتم إبعاد آلة حرب الإبادة الجماعية هذه بشكل صريح ودائم. ولا يمكن إبرام أي اتفاق دون تحرير جميع الأراضي المحتلة ودون تأكيد حق العودة لجميع اللاجئين واللاجئات الفلسطينيين منذ عامي 1948 و1967.

  ثالثًا: تأكيد حق الشعوب العربية في تقرير مصيرها بوصفه مبدأ غير قابل للتصرف

ونذكّر هنا بضرورة احترام هذا الحق، الذي كرسّه كلٌّ من ميثاق الأمم المتحدة والقانون الدولي، اللذان يقرّان شرعية الكفاح المسلح في سياق الهيمنة الاستعمارية والاحتلال الأجنبي. هذا الحق مرتبط بكرامة الشعوب المستعمَرة التي تناضل من أجل بقائها. ولا يمكن لأي صفقة جيوسياسية أن تمسّه. ولا يمكن لأي ميزان قوى، سواء اليوم أو في الماضي، ليس لصالح هذه الشعوب، أن يقلّل من شأنه. ونؤكد مجددًا هذا الحق للشعب الفلسطيني، وللشعب اللبناني، ولجميع الشعوب العربية التي تواجه الخيار نفسه بين الإبادة والكرامة. ونحيي شجاعة أولئك، نساءً ورجالاً، الذين اختاروا بكرامة، المقاومة ومواجهة آلة التدمير الإسرائيلية-الغربية وجهاً لوجه. نطالب بالإفراج الفوري عن جميع الأسرى الفلسطينيين واللبنانيين، وعن كل من صدرت بحقهم أحكام في الدول العربية على خلفية تضامنهم مع القضية الفلسطينية.

  رابعاً: رفض التضامن الدولي الذي لا يتجاوز الحدّ الرمزي

 لقد انحصر التضامن الدولي المعاصر، لاسيما على صعيد الحكومات، إلى حد كبير في أشكال لا تكلف شيئاً ولا تُلزم بأي شيء: إدانات دبلوماسية لا تتبعها أية إجراءات، ومساعدات إنسانية تخفف المعاناة دون أن تعالج أسبابها الهيكلية، وحملات توعية تُطلع الناس على الواقع دون أن تحدث أي تغيير. هذه المبادرات ليست عديمة الجدوى، لكنها تسمح للدول والرأي العام بتبرئة ضمائرهم دون المساس بالنظام الإمبريالي الذي ينتج الاضطهاد. إنّ دعم شعب محتل فقط بالأشكال التي لا تزعج أحداً، هو دعم لمعاناته، وليس لتحرّره. إنه قبول بأن يواصل المضطهَدون والمضطهَدات الانتظار والصبر والتفاوض إلى ما لا نهاية مع من يضطهدونهم، بينما يراقب العالم الأمر بتعاطف لكن دون أن يقبل دفع الثمن السياسي المترتّب على تقديم دعم حقيقي لتحررهم، بالوسائل التي يرونها مناسبة.

·   خامساً: مسؤولية المثقفة والمثقف العربيين

نتبنى الموقف الذي طرحه كلٌّ من غسان كنفاني وباسل الأعرج: لا يمكن للمثقفة والمثقف المنتميين إلى المجتمعات المستعمَرة أو الخاضعة للهيمنة أن يلجآ إلى حياد شكلي يخدم دائماً، في واقع الأمر، مصالح الطرف الأقوى. دورنا ليس ترجمة تمرّد شعوبنا إلى لغة مقبولة لدى الجلادين. ليس دورنا تلميع أو تجميل أو التلطيف من حدّة ما يجب أن يبقى انتفاضة. دورنا هو حملها والدفاع عنها بكل الوسائل المتاحة، وبدايةً رفض أي تطبيع، سواء أكان فكرياً أو ثقافياً أو سياسياً. نحن ندين الحرب الإمبريالية المستمرّة التي تُشنّ على هذه المنطقة. ونؤيد، دون تحفظ، جميع أشكال المقاومة التي تقف في وجهها. ما نريده ليس هدنة متنكّرة في ثوب السلام، ولا تهدئة تسلبنا حقوقنا في صمت. ما نريده هو التحرير التام والسيادة الكاملة غير المنقوصة: على أراضينا، وعلى مواردنا، وعلى أساليب إنتاجنا. ولا نقبل بأقل من ذلك.

نوقع على هذا البيان بصفتنا مثقفات ومثقفين ومناضلات ومناضلين عرب، مدركات ومدركين أن الصمت، في وقت يتحدد فيه مستقبل منطقة بأكملها، هو ضرب من التنصل والاستسلام. نختار كسر الصمت. ندعو إلى إنهاء المفاوضات المهينة والتسويات المخزية، التي تسبغ الشرعية على ما لا يمكن قبوله، وإلى تحديد التهديد الرئيسي بدون مواربة: ألا وهو مشروع «إسرائيل الكبرى» التوسعي الذي يشكل المحور الاستراتيجي للإمبريالية الغربية. ونتبنى موقف الرفض الجذري الذي تجسده مختلف أشكال المقاومة في العالم العربي، فهو الموقف الوحيد الكفيل بصون الكرامة الفردية والجماعية لشعوب المنطقة على «مسافة صفر» من آلة الدمار، في المكان الذي يبلغ فيه المحو أقصى تجلياته.

Nous, intellectuelles et intellectuels, universitaires, artistes, militantes et militants du monde arabe et de la diaspora, prenons la parole.

Nous la prenons aujourd'hui, à l'heure où le sang de notre peuple coule à flots sous les bombes israélo-occidentales car une autre guerre se mène contre lui, plus silencieuse mais tout aussi mortelle : celle de la normalisation avec l’État ennemi Israël, qui gangrène notre région, décrétée par des dirigeants corrompus contre la volonté de leurs peuples, contre leur mémoire, contre leur sang versé. Des Accords d'Abraham à l'accord-cadre signé entre le Liban et Israël à Washington, le 26 juin 2026 : la trahison s'écrit désormais en série. Nous le dénonçons avec la plus grande fermeté.

Il nous faut appeler les choses par leur nom : ce texte d’accord n'est pas un traité de paix entre égaux, c'est la formalisation d'un rapport de soumission au mépris total des sacrifices  du peuple libanais pour la conquête de sa terre et de sa dignité. Pendant que les responsables officiels échangeaient des poignées de main sous l'objectif des caméras américaines, l'armée israélienne frappait encore le territoire libanais le jour même de la signature. Un décalage qui, à lui seul, en dit long sur la véritable nature du texte signé : une capitulation drapée dans le lexique de la souveraineté. Des dirigeants israéliens le disent sans détour : leur projet dépasse le Hezbollah et la frontière sud du Liban. Ce qui se joue est plus ancien. C'est un « Grand Israël », débordant les frontières de 1948 jusqu'au Liban, à la Jordanie, à la Syrie. Un « Grand Israel » ravivant le rêve Jabotinsky de faire du projet sioniste une puissance régionale qui intimide ses voisins, accapare leurs ressources, redessine les frontières à sa guise. Et à chaque étape, le même mot revient pour habiller cette expansion : légitime défense. Comme si conquérir pouvait se conjuguer avec se défendre. 

La succession des guerres qui frappent la région : la Palestine, le Liban, l’Irak, le Soudan, la Libye, la Syrie, etc., n’est pas une série de crises indépendantes les unes des autres. Elle s’inscrit dans cette longue histoire coloniale : du congrès de Berlin (1878) aux accords Sykes-Picot (1916) et à la déclaration de Balfour (1917) jusqu'à la confiscation des révolutions arabes de 2011, une même logique impérialiste est à l’œuvre : livrer nos terres et nos droits aux appétits voraces des puissances occidentales. Aujourd’hui encore, il s’agit de fragmenter pour dominer. Aujourd’hui encore, se joue notre anéantissement. Normaliser, ce n’est pas la paix, c’est décider de notre écrasement.

Dans ce projet d’anéantissement, Israel joue un rôle stratégique de premier plan. Il est à l’articulation d’un impérialisme qui, forgé dans ce long 19ème siècle, opère sa mue avec la complicité de certains de nos États. Les Accords d'Abraham, qui ont normalisé les relations de cinq pays arabes avec Israël, s'inscrivent dans ce nouveau moment impérial qui sous couvert d'intégration économique cherche coûte que coûte la sauvegarde d’un avantage hégémonique US dans la région. 

C’est à cela que travaille aussi le projet IMEC - India-Middle East-Europe Economic Corridor - annoncé au G20 de New Delhi en septembre 2023 : consolider la normalisation des relations entre Israël et les pays du Golfe et proposer une alternative à la Route de la Soie chinoise. Israël est donc le nœud géographique indispensable du corridor : la normalisation n'est pas une fin en soi, mais la condition infrastructurelle de l'hégémonie États-unienne dans la région. Génocide ou normalisation, deux voies vers le même objectif : faire de la région arabe un marché libre des marchandises et des identités.

Face à cette réalité, une seule conclusion s'impose : les États-nations de la région partagent non seulement une langue, une culture et une histoire, mais surtout une communauté de destin structurée par les mêmes mécanismes d'assujettissement et les mêmes aspirations de libération nationale. Le slogan tunisien « La Tunisie libre et sa capitale Jérusalem » ou les manifestantes et manifestants égyptiens et marocains brandissant le slogan « La Palestine est une cause nationale » le disent clairement : la condition palestinienne est la condition de tous les peuples de la région, à des degrés différents.

Nous, signataires de ce texte, conscientes et conscients de la menace existentielle que présente le projet impérialiste du « Grand Israël » pour toute la région arabe, nous refusons que l'épuisement de nos peuples, provoqué par deux siècles de guerre perpétuelle, de blocus et de destruction, soit présenté comme un choix libre par des régimes arabes traîtres, au service de leurs maîtres occidentaux. Nous refusons qu'un rapport de force fondé sur le génocide et l'écrasement de toute résistance soit célébré comme une paix.

Nous, signataires de ce texte, héritières et héritiers d'une longue histoire de résistance des peuples arabes contre le colonialisme et le sionisme affirmons, dans ce manifeste:

Premièrement : le refus d'une paix factice et de toute forme de normalisation avec l’État ennemi Israël 

Les accords d’Oslo, nous ont appris cette leçon : une paix négociée sous la contrainte militaire et économique, où l'une des parties impose à l'autre le calendrier, les conditions et les garanties de sa propre sécurité, n'est pas une paix. C'est une reddition habillée du vocabulaire diplomatique, c’est la garantie, dans les faits, d'une fragmentation plus grande et d'une colonisation israélienne consolidée. Nous dénonçons la complicité d’une partie des élites politiques, économiques et intellectuelles arabes avec le régime de soumission imposée par l’impérialisme occidental au mépris des sacrifices des peuples de la région. Nous nous adressons en particulier aux dirigeantes et dirigeants arabes qui, sous couvert de realpolitik, ont choisi la voie de l’assujettissement plutôt que celle de la dignité. Nous exigeons la rupture de tous les accords de normalisation. Nous rappelons que la légitimité populaire de tout pouvoir dans notre région se mesure aussi à sa capacité à ne pas trahir, par accommodement diplomatique, les principes qu'il proclame. Des luttes anticoloniales aux révolutions arabes, une même leçon s'est inscrite dans l'ADN de la région : aucun régime collaborateur ne survit au mépris des aspirations d'émancipation de son peuple.

Deuxièmement : la dénonciation du projet du « Grand Israël » :

Nous prenons acte des déclarations officielles israéliennes qui annoncent ouvertement l’ambition prédatrice et expansionniste du projet colonialiste israélien. Quand un ministre israélien déclare que le fleuve Litani doit devenir la nouvelle frontière avec le Liban, quand un autre revendique des plans de colonisation pour le Sud-Liban, ce ne sont pas des dérapages : c'est l'aveu d'une doctrine. Nous dénonçons avec la plus grande fermeté ces ambitions expansionnistes et nous rappelons qu’aucun accord ne peut être viable tant que cette machine de guerre génocidaire n'est pas explicitement et durablement écartée. Aucun accord ne peut se faire sans libérer toute la terre occupée et sans affirmer le droit au retour de tous les réfugiés palestiniens de 48 et de 67.

 Troisièmement : l'affirmation du droit des peuples arabes à l'autodétermination comme principe inaliénable

Nous rappelons ici au respect de ce droit, consacré par la Charte des Nations Unies et par le droit international, qui sanctionne la légitimité de la lutte armée en contexte de domination coloniale et d’occupation étrangère. Ce droit est attaché à la dignité des peuples colonisés luttant pour leur survie. Aucune transaction géopolitique ne saurait l’entamer. Aucun rapport de force qui, aujourd’hui comme hier, nous est défavorable ne pourrait le réduire. Nous réaffirmons ici ce droit pour le peuple palestinien, pour le peuple libanais, et pour l'ensemble des peuples arabes confrontés au même choix entre génocide et dignité. Nous saluons le courage de celles et ceux qui ont dignement choisi de résister et de faire face directement à la machine de destruction israélo-occidentale. Nous demandons la libération de l'ensemble des prisonniers politiques palestiniens et libanais, ainsi que de toutes les personnes condamnées dans les pays arabes pour avoir manifesté leur solidarité avec la cause palestinienne.

Quatrièmement : le refus de la solidarité internationale purement symbolique.

La solidarité internationale contemporaine s'est largement repliée, notamment au niveau des gouvernements, sur des formes qui ne coûtent rien et n'engagent à rien : condamnations diplomatiques sans suite, aide humanitaire qui soulage la souffrance sans jamais s'attaquer à ses causes structurelles, campagnes de sensibilisation qui informent sans transformer. Ces gestes ne sont pas inutiles mais ils permettent aux États et aux opinions publiques de se donner bonne conscience sans jamais remettre en cause l'ordre impérialiste qui produit l'oppression. Soutenir un peuple occupé uniquement dans les formes qui ne dérangent personne, c'est soutenir sa souffrance, pas sa libération. C'est accepter que les opprimés attendent, patientent, négocient indéfiniment avec celles et ceux qui les oppriment, pendant que le monde regarde avec sympathie sans jamais accepter de payer le prix politique d'un soutien réel à leur émancipation par les moyens qu'ils jugent nécessaires.

Cinquièmement : la responsabilité de l'intellectuelle et de l'intellectuel arabes.

Nous faisons nôtre l'exigence formulée par Ghassan Kanafani ou de Bassel Al-Araj : les intellectuelles et intellectuels issus des sociétés colonisées ou dominées ne peuvent se réfugier dans une neutralité de façade qui, dans les faits, sert toujours les intérêts de la partie la plus forte. Notre rôle n'est pas de traduire la révolte de nos peuples dans une langue acceptable pour les bourreaux. Il ne s'agit pas de polir, d'édulcorer, de rendre présentable ce qui doit rester une insurrection. Notre rôle est de la porter, de la défendre, avec tous les outils dont nous disposons et d'abord en refusant toute normalisation, qu'elle soit intellectuelle, culturelle ou politique. Nous dénonçons la guerre impérialiste permanente qui frappe cette région. Nous soutenons, sans réserve, toutes les formes de résistance qui s'y opposent. Ce que nous voulons n'est pas un armistice maquillé en paix, une pacification qui nous dépossède en silence. Ce que nous voulons, c'est la libération totale et la souveraineté pleine et entière : sur nos terres, sur nos ressources et sur nos modes de production. Rien de moins.

Nous signons ce manifeste en tant qu'intellectuelles et intellectuels, militantes et militants arabes, conscients et conscientes que le silence, en un moment où se rejoue l'avenir de toute une région, est lui-même une forme d’abdication. Nous choisissons de ne pas nous taire. Nous appelons à en finir une bonne fois pour toutes avec les négociations indignes et les compromis honteux, qui légitiment l’inacceptable, et à identifier clairement la menace centrale : celle du projet expansionniste du « Grand Israël » qui constitue le nœud stratégique de l’impérialisme occidental. Nous adoptons la posture d’un refus radical montré par les différentes formes de résistance dans le monde arabe, seule à même de garantir la dignité individuelle et collective des peuples de la région à la « distance zéro » de la machine de destruction, au point où l'effacement est le plus intense.
